Is it possible to reactivate a contact that "requested removal"?

The only way to reactivate the contact is to send to it an “opt-in” request. To do this, you need to enter the email address you wish to send the request to or find it using the option “Find Contact.” When you select the contact, click first on "Bulk Actions" and then on "Request opt-in.”
